Now, new requirements have led to the "active management" of budgets, using a number of "market rules" to adapt the health services on offer to the demand of the citizens covered. This ensures that all the agents involved, providers and users, make better use of the resources. |

Moves towards a public insurer model
This model involves more in-depth work on how to manage three basic targets:
1. Ensuring the active health management of the citizens of Catalonia as covered by CatSalut; managing risks, ie, developing provisions and analysing future civic health needs to be able to plan health resources to cover them.
2. Implementing the public insurer's own efficient internal administration processes.
3. Efficiently managing resources and implementing continual improvement processes in the quality of the service provided by the different service providers.
