OCATT, the Catalan Transplant Organisation
The system set up by the Catalan government’s Ministry of Health and Social Security for the procurement of organs and tissue and the high scientific level of the healthcare professionals and hospital centres led to the development of transplantation activities at hospitals.

The increase in diseases requiring transplants, the logistics involved in harvesting and sharing organs and tissue and the need to make rational use of existing resources brought to light the need to create an organisation, OCATT, that would report to the Health Area of the Catalan Health Service (CatSalut). This was achieved through the Ministerial Order of 26 May 1994.

The organisation works with outside professionals, who take part in the donation and transplantation processes (through advisory committees), while internally it has its own staff made up of Management, the Technical Team, the Administrative Unit and the Coordination Unit for Organ Sharing (UCIO).

OCATT’s objective and functions in different areas are stipulated in the Ministerial Order.

Objective
To plan, organise and coordinate all activities relating to harvesting, preserving, sharing and transplanting human organs and tissue for therapeutic use, and to always assess the results.

Functions and Activities
Promoting donation and transplantation by:
· Carrying out public information and dissemination campaigns (press, radio, TV, social organisations, schools, etc.).
· Collaborating with patient associations and people who have received a transplant (congresses, journal articles, etc.).
· Providing professionals with a steady supply of information and ongoing training.

Coordinating organ sharing
· Processing, deciding on and managing the lists of patients waiting for transplants.
· Allocating donated organs to recipients.
· Providing logistics support during organ sharing (organising and taking care of land or air transfer of removal teams and organs).

Processing activity data
· Following up on and analysing data on donation activities and organ and tissue transplantation.
· Preparing regular reports (monthly, quarterly, annual).

Keeping follow-up records on patients who have received a transplant
· Gathering, processing and analysing data on patients who have received a renal, heart, liver or haematopoietic stem-cell transplant.
· Evaluation of transplantation results.
· Preparing statistical reports and epidemiological studies on the evolution of patients who have received a transplant.

Disseminating information
· Organising and taking part in conferences, courses and congresses.
· Preparing statistical reports, epidemiological studies, annual reports and articles for publication in scientific journals.

Quality in the donation process
·Participating in the study coordinated by the Spanish National Transplant Organisation (ONT) aimed at optimising the number of organ donors (based on the theoretical donation capacity of the different kinds of procurement centres), detecting losses of potential donors and analysing the causes, and describing how centres can have an impact on the donation process.
