Inter-University Council of Catalonia: functions and areas of action

In the institutional sphere:

To establish the criteria for planning university programmes in Catalonia.
To issue a report prior to the creation or recognition of universities by the Parliament of Catalonia.
To coordinate programmes encouraging the mobility of university academic personnel and administrative and service personnel.
To encourage inter-university training and mobility programmes.
To elect up to three members of the Board of Directors of the AQU from among vice chancellors of private universities that follow the university programme of Catalonia.
To provide a motor for actions promoting the universities of Catalonia.

To coordinate the processes carried out by the universities to attain the comparability in Europe of qualifications.
To adapt the design of the diploma supplement to the specific characteristics of the Catalan university system.
To strengthen the full integration of universities into the European Higher Education Area through the Office for the European Area of Knowledge.

In the teaching sphere:

To set the criteria to guarantee sufficient knowledge of the Catalan language on the part of university teaching staff during the selection, access and evaluation processes for teaching personnel.
To ensure that the access and incorporation of new members of staff does not affect the normal linguistic practices of the teaching staff and the process of linguistic standardisation in the universities.
To be informed of the calls for applications for teaching staff in the universities of Catalonia.

With regards to university students:

To manage the university entrance exams, guaranteeing equal opportunities for students sitting these exams, together with the transparency and objectivity of the process.
To manage, on request of the universities of Catalonia, university pre-enrolment process · To manage, on request of the universities of Catalonia.
To coordinate the system of recognition of subjects and to adopt the measures necessary for the recognition of credits and for student mobility both within Catalonia and within the European Higher Education Area.
To coordinate the adoption by the universities of the necessary mechanisms to guarantee the exercise of the rights and duties of the students.
