Royal Decree
1393/2007, of 29 October, establishing the regulation of official
university degrees. This royal decree establishes the new qualification
system based on two levels—degree and postgraduate—and three
cycles, and regulating first-cycle courses leading to official degree qualifications
(BOE 260, 30.10.2007).

Decree 200/2007, of 10 September, regarding the reorganisation
of the Ministry of Innovation, Universities and Enterprise. Article 91 of
this decree refers to the change of name and function of the Office for the
European Area of Knowledge and International Promotion of the Catalan Universities.

Cabinet agreements on the qualifications for regulated professions. These
agreements establish the terms to which the syllabuses of courses leading
to qualifications for a particular profession must be adapted.

Decree 253 of 21st October, 2003, creating the Office for the European
Higher Education Area and the Office for the Promotion of Catalan universities.
This Decree creates the Office for the European Higher Education Area
attached to the General Secretary of the Inter-University Council of
Catalonia.

Royal Decree 1171 of 12th September, 2003, incorporating into the Spanish
legal system Directive 2001/19/CE of the European Parliament and of the
Council of 14th May, 2001, modifying directives on professional recognition
and the corresponding Royal Decrees on transposition (Official Gazette
of the Spanish State 225, 19.09.2003). This Royal Decree affects the mobility
of professional people by recognising diplomas and other professional
qualifications.

Royal
Decree 1125 of 5th September 2003, establishing a European credit system
and a system for assessing official university qualifications valid throughout
Spain (Official Gazette of the Spanish State 224, 18.09.2003). The objective
of this Royal Decree is to establish the European credit as a unit for
measuring academic achievement with regard to official university education
and also to establish systems for assessing the academic results obtained
by students receiving this education.

Royal Decree 1044 of 1st August 2003, establishing the procedure
for the issue by universities of the European Diploma Supplement (Official
Gazette of the Spanish State 218, 11.09.2003). Within the framework of
the European Higher Education Area, this Supplement will allow easier
recognition of qualifications and will aid mobility of university students

Royal Decree 253 of 28th February, 2003, incorporating into the Spanish
legal system, Directive 1999/42/CE of the European Parliament and of
the Council of 7th June, 1999, establishing a mechanism for the recognition
of qualifications relating to the professional activities to which the
directives on deregulation and transitory measures refer (Official Gazette
of the Spanish State 52, 1.03.2003). This Royal Decree regulates the
right of EU nationals to establish and freely provide, in Spain and on
a self-employed basis or on behalf of someone else, any services relating
to any of the activities listed in annexe A of Directive 1999/42/CE,

Law 1 of 19th February 2003, governing Catalan universities (Official
Catalan Government Gazette 3826, 20.02.2003). This Law aims to contribute
to the construction of a profoundly universalistic, and, in particular,
Europeanist university system, and specifies that the creation of a European
Higher Education Area, using the 1999 Bologna Declaration signed by European
education ministers, should help to give coherence to a university arena
which by definition, knows no borders (articles 15, 16, 17, 18, 19, 20,
21, 32, 33, 34 and 35, fourth additional provision and sixth transitory

Organic Law 6 of 21st December 2001, governing universities (Official
Gazette of the Spanish State 307, 24.12.2001). This Law contemplates
an active and diversified policy of grants and assistance for students
in order to promote mobility and equality in the conditions of access
to university studies.
With the aim of adapting to the European Higher Education Area, the Law
contemplates a series of measures allowing any necessary modifications
to the study structures to be carried out in accordance with any general
policies issued with regard to this area (articles 87, 88, 89 and tenth
additional provision of the Law).
