One of the fundamental actions behind the guarantee of excellence and the quality of the university system in Catalonia is its teaching staff policy. The Ministry, Catalan universities and social agents work together to facilitate integration into the European Higher Education Area.

This objective is fulfilled by the teaching staff consolidation programmes, the promotion and mobility of teaching and research staff and the establishment of a legal and salary framework based on the level of responsibility and on the level of academic quality.

State institutions activity with regard to teaching staff also fosters evaluation and ongoing training with the objective of facilitating the adaptation of teaching staff to quality requirements in education, research and management that society demands.
