To think in an organised manner, to act sensibly and to serve with care. These are the top priorities upon which I said, at the inaugural debate, I wanted the Generalitat of Catalonia to focus its activity. To think in an organised manner, in order to convert the political and legislative initiatives of the various departments of the Generalitat Government into actual projects. To act sensibly, so that they are implemented through sound, rigorous and responsible governance. And to serve with care, because our first commitment, our commitment to Catalonia, is a commitment to its citizens, to its progress and, at the same time, to its wellbeing.
With this intention, we have created the 2007-2010 Government Plan. This is a public management tool which provides an overview of the focal points of the Government’s priority actions and of the objectives stemming from these. The aim is to foster its cross-cutting nature, address public responsibilities more than powers, orient the policies towards the concerns and desires of the citizens, and ensure that our interest groups find an accurate reflection in the practice of self-government.
Through this Plan, the political groups that provide parliamentary support to the Government express a willingness to reach a compromise, which signifies a steadfast agreement to give meaning and continuity to public action. It is a question of ensuring that the basic tenets that legitimise governance find their raison d’être in Catalonia’s set of political, social and economic challenges, and in an ongoing renewal of the alliance between the citizens and the Generalitat in order to reach them.
For exactly this reason, the Government Plan includes and provides a framework for the key issues of our country’s future, such as immigration, housing and research, in addition to others that will emerge over time, for example, infrastructures, emancipation and youth employment. This Plan also demonstrates our intention to confront these topics using cross-cutting political agreements.
The ability to incorporate political pluralism into governmental action is a sign of democratic quality and efficiency, which the executive power led by President Maragall has bequeathed to our country’s government. The National Pact for Education, the Strategic Agreement for Internationalisation, the quality of employment and the economy’s competitiveness have comprised a consensus model, which the Government of today will know how to maintain, expand and extend.
